Churches and CTH are also represented on various sub groups of the LSP, including the Ethnic Minorties group. Representation on the main LSP for CTH is by Jeremy Clough and the CTH secretary.

Outline of Background to North Yorkshire Strategic Partnership
The Government has obliged local authorities to prepare community strategies for their areas. This multi-agency group aims, as the Local Strategic Partnership to improve the social, economic, and environmental well being of the residents of NYCC. The vision is also to encourage an open accessible and responsive service over the whole County. The ‘wider’ Partnership Board is to be supported by a ‘smaller’ Partnership Board.
The North Yorkshire Partnership will concentrate on cross-district issues and be supportive of Local Strategic Partnerships and their issues.

Presentation: Local Development Framework Update
The plan outlines proposals for the development of land and is required to liaise with LSPs the proposed location of new housing growth, type of development and cost were outlined. Access to jobs, protection of businesses and improved sustainability were discussed. Sports facilities and the environmental impacts were also discussed.

1 Black Ethnic Minorities Issues in Harrogate District
The Research was commissioned by the Harrogte Public Involvement Group due to concerns about the support given to BME people. Voluntary and statutory bodies were involved and the report structured round migrant workers, refugees, faith groups and Harrogate District Voluntary and Community Sector Activity.

2 Update on LAA( Local Area Agreement) Development
The revised timetable was produced. The initial funding for North Yorkshire is pump-priming funding £1.3m (to assist with the delivery of stretch targets) Reward Grant £13m (after 3years)-50% captal/50%revenue. NYSP /LAA Management Group website was to be set up 22 nd May 2006 .

LAA/HDSP Task Groups Progress
The Children and Young People's Task Group.
The Key Priorities and Activities highlighted the problems of access to facilities and activities, skills/training, transport, housing, safe and secure environment, consultation and social inclusion.

Environmental Task Group
This Group is disappointed that the Local Area Agreement has rejected a separate Thematic Partnership for environmental issues and has the view that environmental and sustainable issues will not be adequately addressed. Information was supplied in support of the argument.

Economy and Enterprise
The Group has outlined District level economic priorities, with some level of agreement and now working to identify key data, targets and priorities.

Vulnerable Adults
The Group has identified outline priorities to develop data, targets and priorities.

Health Improvement and Safer and Stronger Communities
These groups are still to meet.

Task Groups were advised that their priorities be identified, consider the key priority outcomes and consider where they are not aligned and the Executive to agree the action to be taken. Work is to be completed by the end of May.

Items For Information
Regional Climate Action Plan
This was launched in January 2006 by the Government Office for Yorkshire and Humber , Yorkshire Forward and the Yorkshire and Humber Assembly. Borough Council met with Harrogate District through work with the Council and Local Strategic Partnership is to encourage positive climate action.

Regional Spatial Strategy
A summary document of the Yorkshire and Humber Plan was given to all members. Each region is to have its own strategy setting out a framework for its future development economically, socially and environmentally.

All the above items were supported with detailed research and documentation.

Local Strategic Partnership Executive Meeting: 29 September 2005
Two key presentations at this meeting:
1: Harrogate Borough Council's Strategic Plan 2005-2008
The revised corporate priorities were presented. These include affordable housing, traffic and transport, keeping the District safe, caring for the environment, supporting our local economy and first class public services.

2: Leeds City Region
The concept is that successful urban regions have successful cities at their core and that the relationship with the city i.e. Leeds with Harrogate is essential. Cities boost regions in the provision of connectivity, international profile, cultural and sporting facilities providing the critical mass of institutions. Cities rely on regions for space, sites for housing and industry, workforce, and countryside recreation. Llewelyn-Davies Study concluded that the spreading of benefits were proposed through planning, housing, employment, and transport. There was a need for a co-ordinated approach. The emerging policy agenda involved the Core City Prospectus, Northern Way Initiative, Regional Strategy Reviews and economic and spatial strands of activity. Discussion followed as to the benefits of all of these and how to engage and if failing what the consequences would be.

1 Community Planning in North Yorkshire Young People and Alcohol
The importance of partnership working was stressed. Funding it was felt could be better co-ordinated and performance collecting information was a problem. The strategy on health was a balance of local and national problems. Possibly the next priority is organizational departments. The two levels of government and the differences between the districts is a problem. The time scale is difficult to predict. There is a need to address the financial and developmental partnership working implications. Representation is needed to deliver the LSP priorities. LSP is comparing partnership working in different LSPs

2 Commissioning Led NHS-Proposed Changes to Harrogate and Craven PCT
York and North Yorkshire are to become one PCT, however this is unlikely to take place before the summer. There will be a substantial saving in money by doing this. 50% of ambulance trusts are to disband. Concerns were expressed on the loss of local focus.

3 Local Area Agreements
A project group has been established and the priorities of work for each area identified.

2 Regional Economic Strategy Consultation
This document is produced by Yorkshire Forward and the Regional Development Agency. It sets down the strategic actions for economic and community development in Yorkshire and Humber over the next 5 years. All local authorities and Local strategic Partnerships have been consulted both at the development stage and in first draft of the strategy. A full copy is available at www.yorkshire-forward.com

Local Strategic Partnership Executive Meeting: 17 March 2005

Meeting of Harrogate District Strategic Partnership Executive Thursday 17 March 2005. Presentation by George Munson Climate Change Co-ordinator GOYH.
Climate change over the last century and the results of this were outlined. The methods of tackling this problem, domestic energy efficiency and fuel poverty were also discussed.
Report by Simon Johnson Head of Environment HBC on ‘Waste Management in the Harrogate District.
This report covered the draft vision , priorities and key issues involved in the Waste Management Services in the district and a consultation process involving the LSP Action for the Environment Group Collection of waste, environmental cleansing and promotional educational and enforcement action with respect to the above was covered. Now is the time to establish and review plans for services and the implications of the Waste and Emissions Trading Act 2003. The authorities need to reduce the amount of waste going to landfill. Increased landfill charges will be passed on to the tax payer. The Clean Neighbours Bill will extend the powers of local authorities and parish councils to enforce environmental cleanliness.Audit Commision is carrying out an inspection of waste management services March 2005.
Harrogate Local Investment Plan 2004/2005 and 2005/2006
NYCC 2 nd home funding allocation of £130,100 for 2004/05 saw a commitment of £56,890 against this total allocation. 11 schemes were submitted,7 schemes were approved in October 2004, 1in January 2005 and 3 rejected.
Task and Finish Groups
The Groups' convenors, which had been identified previously, were confirmed. The groups are responsible for identifying actions within existing plans towards the relevant Community Plan Objective. Also they are responsible in identifying the gaps in current provision which are resulting in constraints in achieving relevant objectives. The Groups reported to the meeting, with the exception of the Young Persons Group. The ‘deadline' has not been met but the LIP timetable has slipped and the bidding process now allows submissions throughout the year. The May meeting is to be the new target date for completion of work by the Task and Finish Groups.
HBC Corporate Restructure
From 1/4/05 3 new service departments, Development Services, Community Services and Resources Department, together with a more strategically oriented department 'Corporate Policy and Improvement'. The restructuring it was hoped would lead to more efficency and £350,000 savings.
North Yorkshire Community Development Fund
One-off funding scheme set up by NYCC utilizing 20% of funding provided to North Yorkshire Strategic Partnership. £200,000 available with a maximum bid of £10,000 per applicant. 300 applications received totalling bids of £1.8m. 9 schemes were approved for Harrogate District totaling £38,316.
York and North Yorkshire Partnership Local Public Service Agreements to be replaced with Local Area Agreements. Improving the Harrogate District Area would lead to increase in house prices but the community plan hopes to reduce these making them more affordable.

Local Strategic Partnership Executive Meeting: Thursday 27 May 2004

Presentation on Integrating Health and Social Care by Judi Goddard from the Primary Care Trust: the essence of the presentation was providing a better service to the community by joint provision, assessment and investment of services, with NYCC. Aligning of services, pooling of budgets, joint priorities for investment and communication all herald a better service. Also there will be joint monitoring of health and social care.
Presentation on Access to Services by Steve Metcalfe, Harrogate Borough Council: there is a need to enhance services and improve the economy through technological development. Interactive website with self service facilities for bookings, payments and links to supporting systems e.g. NYCC and PCT are an essential developments. This development is not however a replacement for professional judgment and expertise. Joint premises, resources and procurement initiatives are in the forward plan.
The items for decision were:
a) The membership of the Group was agreed.
b) Resourcing of the Local Strategic Partnership.
NYCC has confirmed that it will release £10,000 of Harrogate's £140,069 share of the NYCC Council Tax on Second Homes to each LSP. This is to support their immediate work/priority actions. The process of accessing the funding is unclear. The request for matching partner funding will be delayed until the Second Home Funding is secured.
c) The monitoring and reviewing of the Community Plan.
The intention is for an annual review, whose aims are to identify progress and performance against agreed actions and targets. Also the potential changes to the Strategy and Action Plan are to be considered. The annual review comprises of three distinct phases, data gathering/consultation, consideration of emerging themes and trends and thirdly the publication of the revised plan. The LSP Executive agreed the approach to the review and authorized officers to commence the data gathering exercise.
d) The Community Conference arrangements.
The outline agenda for the LSP conference on Thursday 15 July at Ripon Leisure Centre was agreed.
The information items were:
a) The Minutes of the York and North Yorkshire Investment Plan Panel 13.5.04
In the minutes the members of that group discussed its future role, the preparation issues for the Sub-Regional Investment Plan and the latter?s first Working Draft. The panel also discussed the project proposals for the Plan. The LSP noted the minutes of the Panel.
b) North Yorkshire Culture Prospectus was distributed to members.
The report provided an introduction to the North Yorkshire ?Cultural Prospectus? which is an action plan for the development of the cultural agenda in York and North Yorkshire. The LSP was asked to consider how the Prospectus and LSP agenda could benefit and guide each others future development.
c) The update of the North Yorkshire Community Plan was distributed.

Local Strategic Partnership Meeting on March 25th.2004

Presentation by Dr Albert Day on Harrogate Health Care Trust's bid for Foundation Status. Foundation status would give the HCT legal responsibility for its own healthcare delivery, whilst still under the 'umbrella' of the NHS. Also the Foundation Trust would be able to access capital funds within agreed limits more quickly and retain surpluses to help increase investment in local facilities. The importance of community involvement and being legally bound to work closely with partner organizations were stressed. An NHS Trust is not answerable to the Secretary of State for Health and Whitehall. An Independent Regulator will issue a licence setting out the regulations by which the Foundation Trust must operate. The size, composition and area of recruitment of the Board of Governors were discussed at length. The Board would have a Non-Executive Director , elected members of the public, stakeholders and staff governors. The end of May the Board of Directors approves the final draft of the application for NHS Foundation Trust status and hopefully it will be created in October 2004.
Paul Burgess gave a presentation on the Nidderdale Area of Outstanding Beauty Management Plan. This has been developed as a requirement of the 2000 Countryside and Rights of Way Act. The plan is at draft consultation stage prior to dispatch to the Secretary of State for the Environment, Food and Rural Affairs and DEFRA. The vision of the plan is in line with the Local Strategic Plan of environmental preservation and sustainable development, through encouraging biodiversity, good farming and tourism. The draft plan was published in April and a limited number of paper copies are available at the AONB office.
Review of Membership. This done annually. The new structure is aimed at providing broad and equitable representation for all groups /subjects yet maintaining an effective and practical number on the Executive. .I expressed my concern over the lack of an Older Person?s Champion on the Executive.
Community Plan This is now available for distribution and I have collected some for members.
Council Tax on Second Homes. The local Government Act 2003 allows this local Council Taxation increase from 50% to 90%. NYCC and HBC are to implement this. The resulting funding will be split 20% strategic housing development and 80% will be retained in the area of origin. The £140,000 for the Harrogate District is potentially available for LSP priorities. HBC is using £95,000 for housing related activities and £45,000 for the administration costs of the LSP and the appointment of an LSP Officer.
Resource Issues. To date HBC has funded the LSP and it is now proposed that the PCT, HCT and Police Authority contribute.
Harrogate District Public Involvement Group's new Constitution was endorsed. The group coordinates and maximizes community involvement and consultation in activities across the public and voluntary sector.
Harrogate Borough Council Corporate Priorities. Copies are available on the HBC web site.
Harrogate Borough Council Social Inclusion Strategy. Currently under development and Executive will be kept updated.
Information Sharing. Various items were discussed and information relayed, including the possible involvement of the LSP in the bus station development, information on the Harrogate Business Partnership, the successful application by Ripon CVS to the County-Wide SRB programme for an outreach worker and the possible need for a relevant person to represent Social Enterprise on the LSP. The Executive unanimously endorsed the plan regarding the Mashamshire Community Investment Prospectus.

Local Strategic Partnership Meeting: 20 January 2004

There were 3 presentations: Masham, Public Health and the Regional Economic Strategy

Lynette Barnes spoke on behalf of the Masham Community Investment Prospectus.
She gave an interesting presentation and outlined the economic problems in the Masham Area which are as in Harrogate itself, the lack of affordable housing and low wages. There is a need for the strengthening of the links between the Community Planning Process and the Community Investment Prospectuses (CIPs).

Andrew Clark, Director of Public Health and Rural Area PTC, presented 2002/03 Annual Report.
Another interesting presentation on the population profile, health, accessibility to medical services, and lifestyles of the community. On the whole the area has good health in comparison with other regions but there is still the need to develop and promote effective health improvement over all socioeconomic groups. Also there is the need to provide appropriately based local care.

Jonathan French, North Yorkshire Partnership Unit, presented the Sub-Regional Investment Plan.
He outlined investment planning and how by June 2004 there will be the Regional Economic Strategy (RES). Yorkshire Forward and other Funders will be part of this strategy. By working together, joint commissioning and shared prioritisation local initiatives can be maximised and quality projects realised. The draft analysis of York and North Yorkshire Strategic Economic Assessment on statistics, trends and policy analysis has been published. The mapping of whom is delivering what is in preparation. The implications then need to be drawn together

In this area we have too few businesses in the current and future growth areas. Hence we have a decreasing contribution to the regional performance. There is a need to build on the dynamism of Harrogate, supply business support, and support individuals learning skills.

Local Strategic Partnership Community Conference 18 July 2003

(Consultation to Local Strategic Partnership.) A presentation was made to a sizeable audience of the voluntary sector, officers of the council and elected members by a consultancy firm on the progress to date. The endorsement, the priorities and the vision for the future were presented. The vision statement, compiled earlier in the year by the majority of those present is:
Working together to enhance the many and varied communities, economies and environments of out towns and dales. We will make the district a place where people are valued and protected and where access, opportunity, prosperity and support are available to all.
The priorities to be addressed were felt to be:
affordable housing
access
the rural economy
opportunities for young people
antisocial behaviour.
The action plan for the resolving these ‘named’ priorities was outlined. After group discussions it was decided that there should be an additional priority ‘Care of the Environment’. Anti social behaviour should be altered to ‘Fear of /Prevention of Crime.’
The top prioity actions were be, partnership for engaging with young people, access to integrate all sectors of the community and development of a Centre of Excellence for craft, skills and trade.
The conference then decided on their preferred name for the Partnership: Shared Peoples Agenda (SPA), and for the Plan: Your Plan-Your Future

Local Strategic Partnership Executive 25 September 2003

The Community Plan final draft was presented for adoption; observations from various consultees and members of the committee were noted. The Community Plan will be launched on 27 November. The Executive were not supportive of the name SPA (Shared Peoples’ Agenda).Actions to address the six named priorities of concern were presented and discussed.There was discussion and prioritising of the bids to the SRB.

Local Strategic Partnership Meeting 5 June 2003

Kevin Douglas (Harrogate Borough Council) introduced the draft Community Strategy Plan. Members discussed the problems of the various age groups, migration of young people from the area, the environment, accidents on the roads and in the home and antisocial behaviour. Kevin stressed that the overriding requirement of the Community Plan was that it should be concise and reflect an accurate picture of the District.The District Community Strategy will feed into the North Yorkshire Communit

A verbal update was given on the SRB working group and the projects that had expressed interest.The District LSPs are to prioritise the bids and submit them to NYCC for detailed apraisal. The funding requested is far above the monies available.
